What it means

The Senate's version of changes to the voter-approved law legalizing marijuana for adults. It creates a 5-member Cannabis Control Commission under the State Treasurer, with members chosen by the Treasurer, the Governor and the Attorney General, plus an advisory board, and moves the medical marijuana program from the Department of Public Health to the commission. Cities and towns may set local rules on where and how marijuana businesses operate, and their voters may ban marijuana businesses or limit their number by ballot question. It raises the amount covered by the state's civil-penalty rule for possession from one ounce to 2 ounces, sets a civil penalty for people under 21 who grow marijuana plants, creates an industrial hemp program, and sets studies and public awareness campaigns on impaired driving and safe use; the commission must start accepting license applications by April 1, 2018.
