What it means
This Senate bill sets up a state system to rate internet service providers on net neutrality and consumer privacy. Providers must file their network management and privacy policies each year by October 1, the state Department of Telecommunications and Cable must test those claims, publish a public registry with grades, and create a Massachusetts Net Neutrality and Consumer Privacy Seal for providers that provide equal access to an open and neutral internet, prohibit paid prioritization, and let customers opt out of third-party access to their personal information. Providers must tell customers their grade before signing them up, and state agencies must prefer providers that meet the standards. The main rating section takes effect July 1, 2019.
