What it means

Changes state human trafficking laws. It requires trafficking-identification training for police, prosecutors, public defenders and others in the justice system, public awareness programs, hotline signs at transportation stations and rest areas, trafficking materials for commercial driver's license applicants, and training for hotel and inn workers, with fines of at least $1,000 per day for innholders who don't provide it. It creates a business partnership on trafficking prevention, lets taxpayers donate refunds to the Victims of Human Trafficking Trust Fund, sets up court diversion programs for some first-time offenders charged under section 53A of chapter 272, and lets defendants seal records in certain trafficking-related cases that end in dismissal or acquittal. The state must also collect trafficking crime data and report yearly on services for victims.
