What it means
This bill creates a new state law (chapter 40X) letting property owners in a city or town form community benefit districts, run by nonprofit corporations funded by required yearly fees on participating property owners. A district can provide services such as added maintenance, security and sanitation, parks, parking, marketing, events, transit and public art. Forming one takes a petition by owners paying more than 50 per cent of the proposed yearly fees, a public hearing and a majority vote of the local governing body, and yearly fees may not exceed ½ of 1 per cent of participating properties' assessed value. Nonprofit and government property is exempt, the municipality may exempt owner-occupied homes, unpaid fees can become a lien, and owners must vote every 10 years to renew the district.
