Amendment adopted
What it means
This is a Senate budget amendment, titled Combatting Human Trafficking and Protecting Survivors, offered to the fiscal year 2018 budget. It creates a state board to license bodywork therapists and lets police inspect bodywork businesses with legal process, and sets up a voluntary business partnership against human trafficking. It lets trafficking victims ask a court to clear certain non-felony convictions, creates first-offender 'commercial sexual exploitation prevention' programs that some first-time defendants can be sent to, and lets taxpayers give part of a refund to a Victims of Human Trafficking Trust Fund. It also requires crime data reporting, training on human trafficking for police, prosecutors, court workers, teachers and health workers, public awareness programs, and hotline signs at transit stations and rest areas.
