What it means
Sets a $2 police training surcharge on each vehicle rental contract in Massachusetts, starting January 1, 2019. Up to $10,000,000 a year from the surcharge goes to the Municipal Police Training Fund, and anything above that goes to the state's General Fund; ride-hailing companies and hourly rentals of under 12 hours are exempt. The bill also lists the fund's other money sources, including transfers from the Marijuana Regulation Fund, and requires a yearly report on the police training committee's costs, staff, revenue and training numbers.
