What it means
This is the text of a Senate amendment to House Bill 4741 on the Foundation Budget Review Commission's findings. It sets new definitions for the school funding formula (Chapter 70), including special education rates, an English learner amount of $2,444.60 per student for fiscal year 2019, health insurance costs for active and retired employees, and a low-income amount that varies by how many low-income students a district has. It requires the state budget chief and the House and Senate Ways and Means committees to agree each year on a schedule to carry out the commission's November 2, 2015 recommendations, subject to appropriation, and to hold a public hearing. It also has the commission review the formula every 5 years and creates a data advisory committee to track school-level spending, including for low-income students and English learners.
