What it means
This bill raises the minimum age to buy tobacco and vaping products in Massachusetts from 18 to 21; people who turned 18 before December 31, 2018 may still buy them, unless a local rule in effect on December 30, 2018 says otherwise. It adds vaping products (e-cigarettes and similar devices) to the state's indoor smoking ban and to the ban on tobacco use in and around schools, and bars pharmacies and other health care institutions from selling tobacco or vaping products, and requires child-resistant packaging for nicotine liquid containers. Fines for selling to someone under 21 are $100, $200 and $300 for first, second and later offenses. It also creates a 15-member task force to study vaping, and takes effect December 31, 2018.
