What it means
Sets new road safety rules for pedestrians, cyclists and other 'vulnerable users'. Drivers must give them at least 3 feet when passing at 30 miles per hour or less, plus 1 more foot for every 10 miles per hour above that, and if they cannot pass at a safe distance in the same lane must use the next lane, crossing the center line if needed, when it is safe. State-bought or leased trucks over 10,000 pounds must have side guards and special mirrors starting January 1, 2019, and state contractors' trucks starting January 1, 2022, with contractor fines of up to $500 and then $1,000. It also sets a 25 mile per hour limit on state roads in thickly settled or business districts of cities and towns that accept that rule, and creates a standard crash report and public database for crashes involving vulnerable users.
