What it means

These resolutions call on Congress to propose a U.S. constitutional amendment stating that constitutional rights belong to natural persons only, and that Congress and the states shall limit political contributions and spending, with election spending not protected as free speech. If Congress does not act within 6 months, the resolutions serve as Massachusetts' application under Article V for a convention limited to proposing such amendments, to be considered once two-thirds of the states apply. Their preamble also says Massachusetts wants current and former federal officeholders barred from serving as delegates.
