What it means

This bill requires the state to set greenhouse gas limits for 2030 (35 to 45 per cent below 1990 levels) and 2040 (55 to 65 per cent below), and directs the state energy and environment secretary to set up market-based pricing systems to cut emissions from transportation, businesses and homes, designed to limit the impact on low-income households. It sets the yearly increase in required renewable energy sales at an additional 3 per cent a year starting in 2019, and sets a 2,000-megawatt energy storage target by January 1, 2025. It lifts the overall net metering cap for solar, limits utility demand charges, and lets the state energy resources department recommend offshore wind purchases of up to 5,000 megawatts by December 31, 2035 if it finds that doing so is consistent with state energy policy. It also brings municipal light plants under the state climate law, unless the secretary exempts them.
