What it means

Sets a process to update the state's school funding formula (the foundation budget) using the recommendations filed November 2, 2015 by the Foundation Budget Review Commission. It defines new ways to count costs for employee and retiree health insurance, special education, English learners ($2,444.60 per English learner for fiscal year 2019, adjusted for inflation) and low-income students, with extra low-income money scaled by each district's share of low-income students. Each year the state budget chief and the House and Senate Ways and Means committees must set a public, hearing-based schedule to phase this in, subject to appropriation. It also creates a data advisory committee to improve school-level spending data, including tracking money meant for low-income students and English learners.
