What it means
This House bill bans consumer reporting agencies from charging a fee to place, lift or remove a security freeze on a credit report. It lets people request freezes and other services by secure website, telephone or other electronic means, adds freeze protections for children under 16, and requires a person's consent before a credit report is pulled for a credit application. When a data breach includes Social Security numbers, the company or agency that was breached must offer affected residents free credit monitoring for 1 year, and breach notices must name any parent company.
