Amendment adopted
What it means
Makes credit report security freezes free: consumer reporting agencies may not charge to place, lift or remove a freeze. Freezes must be placed within 1 business day of an online or phone request (3 business days by mail) and lifted within 15 minutes of an online or phone request, and parents or guardians can freeze the files of children under 16 and people under guardianship. A business would need a consumer's consent and must give its reason before pulling a credit report. After a data breach involving Social Security numbers, the breached company must offer at least 2 years of free credit monitoring (at least 5 years if a credit reporting agency is breached), and breach notices must explain how to get a police report and a freeze; most of the act takes effect 90 days after passage.
