What it means
Creates a student loan ombudsman in the Attorney General's office to take borrower complaints and help with repayment options, defaults, wage garnishment, billing disputes and public service loan forgiveness. It requires companies that service student loans for Massachusetts residents to get a yearly license from the Commissioner of Banks, with banks and credit unions exempt, and lets the commissioner investigate, suspend or revoke licenses and impose penalties of up to $50,000 per incident. Unfair or deceptive servicing practices also violate the state consumer protection law (chapter 93A); the ombudsman takes effect September 1, 2019 and licensing on January 1, 2020.
