What it means

The Senate Ways and Means version of the short-term rental bill. It rewrites the state room occupancy tax law so the 5 percent state tax covers short-term rentals such as apartments, houses, condos and time-shares ("transient accommodations") and room resellers, as well as hotels, motels, lodging houses and bed and breakfasts; stays under $15 a day are exempt. Cities and towns may add a local tax of up to 6 percent (up to 6.5 percent in Boston), and online booking platforms and agents that agree in writing to collect rent for hosts must get a tax registration in the host's name and collect and send in the tax. Cities and towns may also regulate, license and inspect rental operators by local law, and the new tax rules apply to short-term rental and reseller stays starting on or after January 1, 2019 under contracts made on or after November 1, 2018.
