What it means

The Senate Ways and Means Committee's version of the state budget for fiscal year 2018 (July 1, 2017 to June 30, 2018), offered as a new text for the House budget bill (H3601). It projects $40,918.4 million in revenue across all budgeted funds, including $27,072.0 million in tax revenue before transfers, and sets line-item spending for state agencies, courts and programs. It sets $4,755,814,886 in Chapter 70 school aid and $1,061,783,475 in lottery and other local aid to cities and towns, and requires a yearly schedule to carry out the Foundation Budget Review Commission's school funding recommendations. Policy sections include a temporary employer contribution toward health care costs, extending the state room occupancy excise (5 per cent) to short-term rentals and room resellers, a $2,000 tax credit for small businesses for each qualified veteran hired, and changes to MassHealth and hospital payment rules.
