What it means
Requires tow companies based in Massachusetts to get a yearly certificate from the Department of Public Utilities before doing consensual, voluntary towing (tows the vehicle owner asks for). To get a certificate, a company must show proof of insurance, pay a fee set by the state's administration and finance secretary, and meet the department's public safety requirements. Tow companies working for a membership service organization are exempt if that organization certifies each year that its standards meet or beat the state's. The department must write rules within 12 months, and tow companies then have 12 months after the rules are issued to comply.
