What it means
Rewrites the rules for the state's manufactured housing commission, setting it at 5 members (including a community resident, a community owner and 3 attorneys) plus 2 alternates. It creates a dispute resolution program: residents or owners can file complaints with the Attorney General, who may send them to the commission for mediation and, if that fails, a hearing and written decision ($25 hearing fee). It creates a Manufactured Housing Trust Fund paid for by 80 percent of community license fees (20 percent goes to the town), and says license fees and dispute costs may not be passed on to residents through rent. It also changes how community rules are reviewed (new or changed rules go to the Attorney General and the state housing director, who have 90 days to review them) and bars owners from limiting residents' choice of sellers of fuel, goods and services.
