Amendment adopted
What it means
Sets rules for selling puppies and kittens and for dog kennels and catteries. It bans selling a puppy or kitten under 8 weeks old ($100 fine per animal) and gives buyers remedies (treatment, refund, exchange, or vet costs up to the purchase price) when a vet finds the animal was sick or had a serious inherited condition at sale. Pet shops may not sell dogs or cats from breeders without a current federal license or with recent federal violations, must keep source records for 2 years and post breeder information, and face fines of up to $50, $100 and $300. Kennels and catteries must be inspected at least once a year, the state must write care standards for breeders keeping 5 or more breeding females, and the act would take effect July 1, 2018.
