What it means
Changes the rules for education collaboratives, the groups school districts form to share services. It makes the education commissioner or a designee a non-voting board member, has the state board group collaboratives into no more than 6 regions each with a regional liaison, lets the state name lead collaboratives for state initiatives, and asks the education department to promote collaboratives and lets it designate them as eligible for grants. It also lets collaboratives, with approval, serve people with developmental disabilities over age 22.
