What it means
Changes how public schools teach students who are learning English, now called 'English learners' throughout state law. Strikes the language requiring these students to be taught in English and placed in English language classrooms for one school year, and lets districts offer sheltered English immersion or other research-based programs such as transitional bilingual and dual language education, on timelines set by state benchmarks; districts must describe new and existing programs to the state, which can require fixes. Parents may choose among a district's available programs, a district must respond within 90 days if parents of at least 20 students request a specific program, and districts with 100 or more English learners (or at least 5 per cent) must form an English learner parent advisory council. It also creates a state seal of biliteracy for diplomas, requires teacher endorsements for each program type, adds reporting on English learner progress, and sets up a special commission on English learner data; the main program changes take effect May 1, 2018.
