What it means
This Senate bill creates a new state law chapter requiring a comprehensive plan to help Massachusetts adapt to climate change. The secretaries of energy and environmental affairs and of public safety and security must adopt the plan with help from an advisory commission, and revise it at least once every 5 years. Designated state agencies, authorities and public utilities must assess the climate risks to their assets at least once every 5 years. It also sets up a grant program for cities and towns, lets the state buy land from willing sellers for conservation and recreation, and requires coastal flood-area rules within 180 days.
