What it means

This bill lets the state fund in section 2RR of chapter 29 (the Workforce Training Fund named in the title) give grants to employers with job openings to train unemployed people, using no more than 5 per cent of the fund's yearly capitalization. Grants would go through the Commonwealth Corporation in a need-based, competitive process under the Workforce Competitiveness Trust Fund's rules, with 50 per cent paid at enrollment and the rest paid only if a trainee is placed in a related job of at least 30 hours a week for at least 2 months. The state would match this grant money, subject to appropriation. It also requires a yearly report by March 1 on the workforce training contributions employers pay.
