This conference committee bill changes the state's marijuana law that voters passed in 2016. It raises the state excise on retail marijuana from 3.75 per cent to 10.75 per cent and lets cities and towns add a local tax of up to 3 per cent. It creates a 5-member Cannabis Control Commission and a cannabis advisory board, moves medical marijuana rules into a new chapter, adds rules for industrial hemp, and limits advertising unless at least 85 per cent of the audience is expected to be 21 or older. In cities and towns that voted yes on 2016 Question 4, certain local bans or limits on marijuana businesses must go to the voters; other communities face that rule after December 31, 2019.
