What it means

An order filed by the Speaker setting the full rules of the Massachusetts House of Representatives for the 2017-2018 session. The rules cover the Speaker's powers, daily scheduling (sessions between 10 a.m. and 9 p.m., which may run to midnight only by a recorded vote), members' conduct and a code of ethics, the list and makeup of House committees, how bills move through the House, and the rules of debate. They include requirements such as posting committee meeting notices and agendas online at least 48 hours ahead, posting committee roll call votes on the General Court website within 48 hours, and limiting members to one leadership stipend.
