What it means

This House bill rewrites the state's marijuana laws for both medical and adult use. It sets up a 5-member Massachusetts Cannabis Control Commission to license and regulate marijuana businesses, plus a cannabis advisory board. It sets a 16.75 per cent state excise and a separate 5 per cent excise sent to the host city or town on retail marijuana sales. It lets a city council or a town's selectmen and town meeting vote to reject marijuana businesses, and it limits advertising unless at least 71.6 per cent of the audience is expected to be 21 or older. It includes an emergency preamble declaring it an emergency law.
