What it means

Changes several animal protection laws. It requires certain state agency staff and investigators who suspect animal cruelty to report it to police within 2 working days, makes sexual contact with an animal a crime and adds it to the sex offender law, bars killing animals by drowning, and requires owners or landlords to check vacated, evicted or foreclosed homes for abandoned animals within 3 days. It bars homeowners and renters insurers from refusing or pricing coverage based on a dog's breed unless the dog has been declared dangerous, and it rewrites fines in the dog laws, for example raising a $250 penalty in section 137C of chapter 140 to $500 for a first offense and up to $1,000 for later ones. Cities and towns must enforce sections 174E and 174F of chapter 140 through animal control or police officers.
