What it means

Repeals chapter 131 of the acts of 1998 and lets the state convey two parcels of land in Lowell, described by deed and plan references, to the city of Lowell for general municipal purposes. The price is fair market value or value in use, whichever is greater, or an equal or greater transfer of land, interest in land or funding for conservation to the Department of Conservation and Recreation. The inspector general must review the appraisals, the city pays the transaction costs, and the land returns to the state if it is not used as allowed.
