What it means

Changes state energy law in several areas. Raises the yearly increase in the share of electricity that suppliers must buy from newer (Class I) renewable sources from 1 per cent to 2 per cent a year after 2019 through 2029, then back to 1 per cent, and creates a new 'clean peak' standard requiring suppliers to get a growing share of power (at least 0.25 per cent more each year) from renewables, energy storage or demand response during peak hours. Sets an energy storage target of 1000 megawatt hours by December 31, 2025, and widens the state's energy efficiency programs to cover energy storage, 'strategic electrification' and switching to renewable or clean energy, judged for cost-effectiveness by sector. It also limits utility demand charges in minimum reliability fees, requires grid resiliency reports and gas leak ('lost and unaccounted for gas') reporting, and orders studies of up to about 1,600 more megawatts of offshore wind by 2035 (report due July 31, 2019) and of a mobile battery storage system.
