What it means

This bill ends the rule that denied welfare cash aid (Transitional Aid to Families with Dependent Children) to a child conceived or born after the parent began getting aid, and removes the law's definition of a "child of record." It says aid must be given for each child regardless of when the child was conceived or born. It also rewrites work requirements so the head of household, or both parents in a 2-parent family, must do 20 hours a week of work-related activity if the youngest child is between age 2 and school age, or 30 hours a week once the youngest child is school age. The changes take effect January 1, 2019.
