What it means

The conference committee version of the state budget for fiscal year 2019 (July 1, 2018 to June 30, 2019), with a total appropriation of $41,883,307,801 according to its cover note. The largest items include $5,759,010,341 for MassHealth managed care and related health services, $4,907,573,321 in Chapter 70 school aid, $3,587,516,725 for MassHealth senior care, $2,138,679,253 for health coverage tied to the federal Affordable Care Act, $1,701,053,589 for state employee group insurance, and $1,098,945,897 in unrestricted aid to cities and towns. Its outside sections change many state laws, for example ending the rule that made children born after a family began receiving assistance ineligible for benefits, setting $88,000,000 for regional transit authorities, changing two $4,000,000 amounts in state tax credit provisions to $6,000,000, and creating several commissions and task forces. Unless a section says otherwise, the act takes effect July 1, 2018.
