What it means
Sets up automatic voter registration. Eligible people who do business with the Registry of Motor Vehicles (driver's license and ID transactions) or MassHealth and the Health Connector would be registered unless they decline, after local registrars check eligibility and give them 21 days to opt out; other state agencies that collect reliable citizenship information may be added. Agencies must tell applicants that non-citizens may not register, records missing required verified information may not be sent, and a penalty is added for knowingly giving false information. The state joins the Electronic Registration Information Center, the RMV must send data at least every 2 months to keep voter lists accurate, the Secretary of State must issue rules by July 31, 2019, and the main parts take effect January 1, 2020.
