Rewrites the first paragraph of a state abortion law (section 12Q of chapter 112) so that, except in an emergency, an abortion may not be performed under sections 12L or 12M of chapter 112 unless written consent from the proper person is delivered to the physician as set out in section 12S. It repeals sections 19 to 21 of chapter 272 of the General Laws. It also rewrites section 21A of chapter 272 to let health care providers give or prescribe contraceptives to any person, let pharmacists fill prescriptions and sell non-prescription contraceptives, and let health agencies and clinics share information on getting them; sale by vending machine is still not allowed.
