What it means

Creates an energy storage innovation research institute under the state center set up by chapter 23J of the General Laws, housed at an existing clean technology business incubator, to support energy storage companies. It also creates a state energy storage testing facility at a University of Massachusetts campus in a gateway city to do research, testing and product certification. Electric distribution companies must file yearly grid resiliency reports with maps of load, congestion and outage risk, and may seek bids for 'non-wires' alternatives. The Department of Energy Resources must study a mobile battery storage system for emergencies and report by February 1, 2020.
