What it means

Changes the state's energy efficiency program law (section 21 of chapter 25), including replacing the word 'electric' with 'energy' in one passage. Adds energy storage, other active demand management technologies, and 'strategic electrification' (cutting greenhouse gas emissions through more electricity use while keeping ratepayer costs down) to the demand management programs it covers, plus programs that result in customers switching to renewable or other clean energy. Requires cost-effectiveness to be judged by sector: a sector with a benefit-cost ratio above 1.0 counts as cost-effective, and a sector that fails must have its programs changed or ended.
