Amendment adopted
What it means
The House Ways and Means version of a bill on opioid and substance use disorder prevention and treatment. It requires hospital emergency departments to have protocols to treat opioid overdose patients, including the ability to offer opioid agonist treatment; has the state issue a statewide standing order so any licensed pharmacist can dispense naloxone or similar overdose-reversal drugs; and requires electronic prescriptions for controlled substances starting January 1, 2020. Patients could ask pharmacists to fill only part of a schedule II prescription without paying an extra co-pay for the rest under MassHealth, state employee and private insurance plans. It also creates a 2-year pilot of medication-assisted treatment in two state prisons, a statewide remote consultation program for health providers treating adults with substance use disorder, a behavioral health promotion and prevention trust fund and commission for children and young adults, and special commissions on recovery coaching, non-opioid pain treatment and medication-assisted treatment.
