What it means

Changes the formula used to set each school district's foundation budget for state Chapter 70 school aid. It sets new rules for counting employee and retiree health insurance costs and special education enrollment and tuition, to be fully phased in by fiscal year 2024 at yearly rates the Legislature sets; these definition changes take effect July 1, 2019. It also creates a data advisory commission on school spending data and orders a study, due December 31, 2018, of how the formula treats low-income students and English learners.
