What it means

Creates 'extreme risk protection orders.' A family or household member, or the local licensing authority, can ask a court to suspend a person's firearm license or ID card and order them to surrender their guns and ammunition if the person may pose a risk of causing bodily injury to themselves or others. The court must hold a hearing within 10 days (2 days if the person needs a gun for work) and can issue an order lasting up to 1 year, renewable, if the risk is shown by a preponderance of the evidence; emergency orders can be issued before a hearing. Knowingly filing a false or harassing petition is punishable by a fine of $2,500 to $5,000, up to 2½ years in jail, or both. The bill also adds stun guns to state weapons law, requiring locked storage and state rules on their access, use, safety standards and training; most of the protection order sections take effect 45 days after passage.
