What it means
Sets up automatic voter registration. Eligible people who deal with the Registry of Motor Vehicles, MassHealth, or other listed offices (such as town clerks, military recruiting offices and agencies serving people with disabilities or on public assistance) would be registered unless they decline, after local registrars check eligibility and give them 21 days to opt out. Agencies must tell applicants that non-citizens may not register, and knowingly giving false information becomes a crime. The state would join the Electronic Registration Information Center to share voter list data, the Secretary of State must issue rules by July 31, 2019, and most of the program starts January 1, 2020.
