What it means

This House bill makes changes to early education and child care programs. It requires the state Department of Early Education and Care to set a schedule for revising the payment rates for subsidized child care providers and the sliding fee scale for families, after a public hearing and board approval. It creates an early childhood mental health consultation grant program and requires standards to prohibit or significantly limit suspensions and expulsions in licensed early education programs. Subject to funding, it also creates a scholarship covering tuition and fees for early educators seeking associate or bachelor's degrees, and requires reports by December 31, 2018 and January 15, 2019.
