What it means

Creates extreme risk protection orders. A family or household member, or the local licensing authority, can ask a district court to suspend a person's gun license and order them to surrender all guns and ammunition if the person poses a risk of bodily injury to self or others; the court must hold a hearing within 10 days (2 days if the person needs a gun for work), and an order lasts 1 year and can be renewed. Courts may issue emergency orders before a hearing, orders are sent to the national background check system, and filing a knowingly false or harassing petition, or failing to surrender, can bring a fine of up to $5,000 or up to 2 1/2 years in jail. The bill also adds a definition of stun guns to the firearms law and repeals section 131J of chapter 140; most of it takes effect 30 days after passage.
