This order adds new rules to the House of Representatives' own rules on professional conduct, harassment and retaliation. It defines sexual and discriminatory harassment, creates an Equal Employment Opportunity Officer, a Director of Human Resources, a Director of Employee Engagement and a human resources web portal. It requires in-person training for members within 30 days of being sworn in and every year after, and for staff and interns, and sets rules for complaints, investigations (including use of outside counsel), discipline, special committees on professional conduct and confidentiality.
