What it means

Bans fees for placing, lifting or removing a security freeze on a consumer credit report and sets deadlines: 1 business day to place a freeze requested online or by phone, and 15 minutes to lift or remove one requested that way. Requires a person's consent before a lender or other user pulls their credit report for a credit application, and lets parents or legal representatives freeze the credit of children under 17 and incapacitated or protected persons. When a data breach exposes Social Security numbers, the company must offer affected residents 1 year of free credit monitoring; breach notices may not be delayed while the number of people affected is counted, and the state consumer affairs office must post breach notices online within 24 hours.
