This capital bill authorizes state borrowing for building repairs and improvements: $950,000,000 for public college and university campuses, $680,000,000 for state-owned and former county buildings, $675,000,000 for court buildings, $500,000,000 for public safety facilities, and $401,000,000 for health and human services facilities. It also provides $85,000,000 in capital grants to cities, towns and local agencies, $150,000,000 and $85,000,000 for two energy efficiency and resiliency programs for state buildings, and $20,000,000 for public safety equipment. Bond caps are $3,405,000,000, $320,000,000 and $20,000,000 for the three groups of items. It also raises two earlier higher education bond authorizations from 2008 by $100,000,000 each and changes some state construction contracting thresholds.
