What it means

States that Massachusetts recognizes the value of international cooperation on climate change. Allows the state department in charge of the climate law (chapter 21N) to adopt rules that cut greenhouse gas emissions or reduce harm from climate change, to make sure those efforts support the Paris Agreement's guidelines, and to record state and local emission-reduction efforts on the United Nations' NAZCA online data tool. Directs the department to strive to meet or exceed United Nations standards when writing climate regulations.
