What it means

A supplemental budget for fiscal year 2017 that the House Ways and Means committee lists as $123,223,598.00 in total appropriations. The largest added sums are $49,828,056 for the Department of Transportation (from the Commonwealth Transportation Fund) and $20,408,910 for an administration and finance item, with smaller amounts for district attorneys, the Secretary of the Commonwealth, Fish and Game, health and human services, housing and economic development, and the Military Division; it also carries over certain unspent 2017 funds into 2018. Among other changes, it changes an operating transfer to the MassHealth provider payment account to $747,100,000 (including payments of up to $492,955,903 to the Cambridge public health commission), requires employers with 6 or more employees to file a yearly health insurance compliance form under oath (penalty $1,000 to $5,000 per violation, ending December 31, 2019), and adds reserves and reporting for the new employer health contribution. Other sections change foster care permanency-plan rules, require gaming service employees to register with the gaming investigations bureau, send 75 per cent of growth in abandoned property net revenue to the state Stabilization Fund, and set how the school building authority calculates the poverty factor for fiscal year 2018 projects.
