The state budget for fiscal year 2018 (July 1, 2017 to June 30, 2018) as agreed by the House-Senate conference committee, with total appropriations of $40,202,599,205.00 listed in the committee's report. It funds line items for every part of state government, including courts, health and human services and MassHealth, education, transportation, public safety and the environment; it sets Chapter 70 school aid at $4,746,953,715 and lottery and gaming aid to cities and towns at $1,061,783,475. It also has about 150 'outside sections' that change state laws, such as a temporary employer health care contribution for workers on MassHealth or subsidized Connector coverage, a new law letting communities form community benefit districts, unemployment insurance rate settings, hospital and nursing home payment rules, tax credit changes, transfers to and from state reserve funds, and several study commissions. Unless a section says otherwise, it takes effect as of July 1, 2017.
