From the minutes

“Mr. Lambiase MOVED that the sale of the $280,000 Bond Anticipation Note, dated June 20, 2018 (the "Note"), to Century Bank and Trust Company, at the price of $280,000, is hereby approved and confirmed. The Note shall be payable on May 20, 2019, and shall bear interest at the rate of 2.05%. Second Mr. LaMattina. Mr. LaMattina asked where things stand with the grants that were applied for in connection with the streetlight project. Mr. Lynam advised Mr. LaMattina that he is still waiting on responses on the Metropolitan Area Planning Council grant and the Green Communities grant. Mr. LaMattina questioned the amount of savings to the town. Mr. Lynam stated he expects it to be approximately $70,000. Mr. LaMattina questioned this amount, stating that he believes Mr. Lynam originally said the town would see a savings of $51,000. Mrs. Green explained that the grants are reimbursable, which means the project must be completed before the town receives the grant money. She also noted the amount of $280,000 encompasses the entire cost of the project. When asked by Vice Chairman Salvucci how soon the town could expect to see a savings, Mr. Lynam answered 4 to 5 years with the exception of the lease fees, which would be seen right away. He went on to say that if the town were to receive the MAPC grant only, the cost per year to pay off the debt would be approximately $50,000 per year plus the maintenance contract. When asked by Mr. LaMattina about the cost of a maintenance contract, Mrs. Green stated that the comparable costs she has received from other towns with respect to maintenance contracts make it difficult to answer that question because the number of street lights in each town is different. Mrs. Green went on to say that she has no reason to believe the town would not receive the grants, particularly the Green Communities Grant, because the town has received this grant over the last two years. Mr. Lynam stated that during previous discussion on this issue, he advised the Board that he believed the savings on the lease of the lights would be $50,000 with an additional $20,000 in energy savings. Following discussion, Vice Chairman Salvucci asked for a motion in connection with the vote on the floor. So voted 3-0.” (Motion: Lambiase, second: LaMattina)
