A9. Discussion and review of Massachusetts Water Resources Authority (MWRA) possible third-party

T. Fay moved to authorize the Town Manager to hire a company to conduct a third-party review of the work associated with the potential best plan related to the MWRA project, to be completed no later than November 30 within the budget that was discussed. W. Whitney seconded the motion for purposes of discussion. C. Martin noted there was no funding source for the work and the Board would need to discuss the scope. D. Levine strongly objected to the third-party review, he felt like the Town and Kleinfelder had done its due diligence and was qualified to do so, he added that he supported the recommendation of the BoPW. C. Martin noted that the project was not yet under the purview of the Select Board. W. Whitney noted that the BoPW had recommended that the Board consider a debt exclusion to fund the project within the tax levy and therefore implied the BoPW was not willing to adjust the water rates to cover the debt service and thus was squarely in the Board's purview.
